Some people underaged, like me, don't have a credit card. You can buy enough steam gift cards to have $99.99 + tax to put a game on steam greenlight. That doesn't require a credit card.

you could essentially do this by having a secondary application for game distribution packaging, leaving the engine free but offering a secondary program to package them for specific platforms, this would maintain an open source license on ORM while allowing for a commercial licenses for the additional export functionality.
